Cost Controller/Planner

PIPECARE Jordan is currently looking for Cost Controller/Planner to join our company in Amman, Jordan.

Position Summary: the general role for Cost Controller/Planner is to provide planning and cost controlling support for all projects. Cost Controller/Planner is responsible for controlling and monitoring project total expenditure including verifying and checking invoices and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded.





Key Responsibilities & Authorities
 
    • Cost Estimation: Develop detailed cost estimates for technical service projects, including labor, materials, and equipment specific to MFL and TFI tools and technology.
 
    • End-to-End Project Cost Control: Manage, monitor, and control project costs by verifying and validating all invoices, claims, and expenses from suppliers, vendors, and subcontractors.
 
    • Project Scheduling and Coordination: Develop and manage project timelines, coordinating activities to meet scheduled milestones and deadlines.
 
    • Risk Assessment and Budget Analysis: Identify and assess project risks, analyzing budgetary impacts and financial feasibility.
 
    • Project Implementation and Tracking: Ensure effective project implementation by utilizing reports and project management systems to monitor the status of purchases, invoicing, and deliveries through project closure.
 
    • Cost Control Advice: Offer guidance on cost control and planning for internal project teams as needed.
 
    • Risk Assessment and Financial Feasibility Analysis: Conduct thorough risk assessments, analyzing potential financial impacts and budgetary constraints. Evaluate cost-benefit scenarios to determine project feasibility and recommend adjustments to maintain financial stability and project continuity.
 
    • Project Tracking and Implementation: Lead project tracking efforts by implementing project management software and developing insightful progress reports. Oversee all project aspects from procurement to invoicing, ensuring seamless project execution up to closure.
 
    • Cost Control Consultation:
    • Serve as a trusted advisor on cost control and budgeting for internal project teams, offering expertise on financial planning and expenditure management.
    • Provide actionable insights to enhance cost-efficiency across projects.
    • Financial Oversight and Reporting:
    • Ensure all project expenditures are accurately captured and documented, supporting financial transparency and accountability.
    • Oversee reporting and billing, from progress updates to variation analysis, facilitating accurate invoicing and budget reconciliation.
    • Technical and Commercial Review of Tenders:
    • Perform in-depth technical and commercial reviews of subcontractor bids and long-term tenders.
    • Support service agreement development by validating pricing and scope for accuracy and alignment with project goals.
    • Collaboration and Issue Resolution:
    • Act as the main liaison between the project team and external clients, attending meetings to resolve project issues and updating stakeholders.
    • Provide monthly project costing reports to management, ensuring alignment with budget and financial objectives




Skills/Experience required:
 
    • The successful Chief Accountant (ACCA, CA, CPA or equivalent) with Oil and Gas background is a plus.
    • It is essential you have a minimum of 5 years industry experience outside the profession.
    • Capability to provide timely and accurate management reporting
    • Have excellent Excel and modeling skills alongside experience in communicating with senior stakeholders.

Physical and Mental Requirements:

  • Lifting and Carrying: Ability to lift and carry up to 50 pounds.
  • Mobility: Must be able to walk and climb to perform duties, including maneuvering within a refinery or plant environment and accessing elevated platforms via ladders and stairwells.
  • Communication: Sufficient clarity of speech and hearing, or other communication capabilities, to communicate effectively.
  • Focus and Multitasking: Ability to maintain focus and multitask effectively.
  • Safety Equipment: Must be able to wear safety equipment as required by the safety department for personal protection, if/where needed in manufacturing environments.
  • Personal Mobility and Reflexes: Sufficient personal mobility and physical reflexes, with or without reasonable accommodations, to perform office duties and travel to off-site locations when necessary.

Magnetic Flux Leakage (MFL): Detects and sizes general corrosion and metal loss anomalies, especially circumferentially oriented.

Transverse Field Inspection (TFI): Detects and sizes general corrosion and metal loss anomalies, primarily axially oriented.
