Position Summary

The Regional Financial Controller oversees the financial operations within a designated region, administering budgets, analyzing financial data, and preparing comprehensive reports. This role addresses a diverse range of financial challenges in alignment with the mission and vision of the Finance and Accounting department. The Regional Financial Controller leads and develops a team across multiple countries.
 
Key Responsibilities & Authorities
 
  • Oversee and analyze accounting data for the region, producing financial reports, cash flow statements, balance sheets, profit and loss statements, and statements of equity.
  • Manage and supervise the daily operations of the Finance and Accounting Department.
  • Conduct bank reconciliations and prepare audit materials.
  • Review internal control systems and procedures monthly, providing reports and recommendations to the Finance and Compliance Manager.
  • Ensure accurate booking of accounting transactions in accordance with Professional Codes of Practice, Accounting Standards, and Service Level agreements.
  • Prepare and record inter-company debit and credit notes.
  • Reconcile inter-company accounts.
  • Maintain the company fixed assets register.
  • Manage supplier payments and Accounts Payable accounts efficiently.
  • Oversee financial facilities of banks, ensuring timely issuance of bank guarantees and L/Cs.
  • Review monthly tax reports.
  • Coordinate the finalization of financial audits.
  • Implement Accounting policies and procedures.
  • Monitor and manage the budget as approved by Top Management.
  • Analyze revenue and expenditure trends, recommend budget levels, and ensure expenditure control.
  • Verify and post account transactions to maintain accounting ledgers.
  • Conduct project profitability analysis and report findings to the Finance and Compliance Manager.
  • Review client contracts as necessary.
  • Perform additional duties as assigned by the PIPECARE Finance and Compliance Manager within the job role.
  • Ensure timely tax filing and regulatory reporting.
  • Other responsibilities as advised by Finance executive

Skills & Experience
 
  • 8-10 years of post-qualification experience in Finance, with significant time in a management position.
  • Finance/Accounting Degree required; professional qualifications (CPA, ACCA, ACA) preferred.
  • Proficiency in:
    • Budgeting and financial reporting, including interactions with external auditors.
    • Tax systems in the Western Hemisphere.
    • Setting up MIS and documenting financial policies and procedures.
    • Business planning and financial modeling.
    • ERP systems such as Oracle, SAP, with a focus on process improvement.
    • Interacting with all levels of management.
    • Spanish and other languages are a plus.
  • Experience in the oil and gas or related industry is desirable.
  • International experience, particularly in LATAM (Mexico and Colombia), is highly advantageous.
  • Strong business acumen.
  • Experience within a Professional Services organization.
Accountability
  • Monthly Accounts (P&L, Balance Sheet, Other reports).
  • Manage OICC Report (Orders, Invoicing, Collections & Costs).
  • Handle Financial Data for Tenders.
  • Transfer production and project costs.
  • Provide HO Support for Annual Audit and other tasks.
  • Prepare a five-year financial plan.
  • Ensure timely completion of audits (max 2.5 months after year closing).

Physical and Mental Requirements:

  • Lifting and Carrying: Ability to lift and carry up to 50 pounds.
  • Mobility: Must be able to walk and climb to perform duties, including maneuvering within a refinery or plant environment and accessing elevated platforms via ladders and stairwells.
  • Communication: Sufficient clarity of speech and hearing, or other communication capabilities, to communicate effectively.
  • Focus and Multitasking: Ability to maintain focus and multitask effectively.
  • Safety Equipment: Must be able to wear safety equipment as required by the safety department for personal protection, if/where needed in manufacturing environments.
  • Personal Mobility and Reflexes: Sufficient personal mobility and physical reflexes, with or without reasonable accommodations, to perform office duties and travel to off-site locations when necessary.
